Public Dental Programs in Québec

Québec offers a Children's Dental Program for children under the age of 10.

School-based and CLSC centred preventive dental services are provided in various parts of the province. For the CLSC in your region, click here

Welfare Assistance Dental Benefits

Dependants of social assistance clients between 10-16 are eligible for various basic dental services.

 

Dental Services for immigrants and refugees

During the settlement period, the refugee or immigrant might be eligible for the Interim Health Benefit Program.  There is an application process for this program, and if eligible the individual is issued an IHBP card that verifies the coverage.  The eligibility period is generally until the person has acquired provincial or territorial status, usually 3 months after applying.  Details of the services covered and the process are available from http://www.cic.gc.ca/english/information/applications/

It is possible to apply for an extension to the IHBP (application form for extension available from http://www.cic.gc.ca/English/pdf/kits/forms/IMM5564E.PDF )

After the initial settlement period, the families might qualify for the other provincial programs listed above.

 

Other information

The following persons are eligible to receive insured dental services if they are covered by the Québec Health Insurance Plan:

  • children under age 10;
  • persons who have been recipients of last-resort financial assistance for at least 12 consecutive months, and their dependents.

In certain emergency situations, persons who have been recipients of last-resort financial assistance for less than 12 consecutive months, and their dependents, may receive certain services free of charge.

All persons covered by the Québec Health Insurance Plan are eligible for the oral surgery program in a hospital setting.

Persons who have been recipients of last-resort financial assistance for at least 24 consecutive months, and their dependents, are eligible for the insured acrylic dental prostheses program.
